IRRI medium-term plan 2003-2005

Research and research-related activities will continue to be implemented through four programs that relate to specific problems in the major rice ecosystems-irrigated, rainfed, and upland. However, the Institute’s ability to support this research portfolio has been severely compromised by the dramatic funding decline that occurred in 2002. Notwithstanding interim support from the World Bank that will partially compensate only in 2002, the full impact of the decline will be felt in 2004 since it has been necessary to reduce the Institute’s staff to a level that can be supported from the annual budget. 

Vacant IRS positions have been eliminated with immediate effect, and several more positions will be lost by the end of 2003. The Institute also is carrying out a retrenchment program of nationally recruited staff that will be completed by the end of September 2002, with a reduction in positions by more than 24% compared with the beginning of 2002. In 2004, therefore, despite having a planned balanced budget, we expect the cuts to have a negative effect on IRRI’s research program.
